Level 1: Tactical Response for Law Enforcement

Our Level 1 Training is tailored for law enforcement professionals, providing them with a standard set of tactical skills essential for responding to active shooter situations. Key focus areas include:

  • Approaching and Entering the Attack Site: Officers learn tactical movements, use of cover, and techniques for safely entering and navigating through structures under attack.
  • Interior Movement and Room Entry: Training emphasizes room entry procedures, team movements, and maintaining 540-degree security during operations.
  • Improvised Explosive Devices (IEDs): Officers are trained to recognize and respond to potential IED threats during active shooter incidents.
  • Stop the Dying: This module teaches life-saving medical interventions, focusing on hemorrhage control and stabilizing victims until they can be evacuated.
  • Force-on-Force Scenarios: Realistic simulations allow officers to apply their skills in dynamic, high-pressure scenarios that mirror real-world conditions.

The Level 1 module is designed to ensure that law enforcement officers are prepared to act swiftly, effectively neutralize threats, and save lives.


AAIR: Active Attack Integrated Response

The AAIR module focuses on integrating law enforcement, fire, and EMS responses during an active shooter event to stop the killing, stop the dying, and rapidly evacuate casualties. Key components include:

  • Tactical Emergency Casualty Care (TECC): Training in TECC protocols ensures that responders can provide immediate medical care in the hot and warm zones of an incident.
  • Incident Command System (ICS): Participants learn how to establish and operate within an effective command structure during an active shooter event, coordinating between multiple agencies.
  • Exigent Response Tactics: Officers are trained to assess the situation quickly and implement immediate response tactics, particularly in environments where waiting is not an option.

The AAIR module emphasizes the importance of a coordinated, multi-agency response, ensuring that all responders work together to manage the incident and minimize casualties.


SORD: Solo Officer Rapid Deployment

The SORD module is specifically designed for solo officers who may be the first or only responder at the scene of an active shooter incident. This training is vital for school resource officers, plainclothes officers, and off-duty personnel. Key focus areas include:

  • Plainclothes and Off-Duty Response: Officers are trained in responding to active shooter events while in plainclothes or off duty, addressing unique challenges such as identification and communication with arriving units.
  • Force-on-Force Training: Simulated scenarios provide hands-on experience in handling active shooter situations alone, with an emphasis on decision-making, speed, and accuracy.
  • Tactical Shooting and Movement: The training covers the fundamentals of tactical shooting under stress, as well as techniques for moving through dangerous environments while maintaining situational awareness.

SORD is essential for officers who may not have immediate backup, equipping them with the skills to take decisive action and protect lives until additional resources arrive.


TCOLE Credit and State Mandate

In accordance with the mandate by the Texas Governor, all law enforcement officers in Texas must complete active shooter response training that meets the requirements of the Texas Commission on Law Enforcement (TCOLE). Upon successful completion of each of these courses—Level 1, AAIR, and SORD—participants will receive TCOLE credit, as required by Texas state law under Texas Occupations Code, Chapter 1701. This ensures that all trained personnel meet the highest standards of preparedness and are in compliance with state regulations.
